Commentary Cleveland Browns need to pick a QB and stick with him

Cleveland Browns quarterback Brian Hoyer (6) is run down by Buffalo Bills linebacker Kiko Alonso as he scrambles toward the sideline during first-quarter action at FirstEnergy Stadium in Cleveland Oct. 3.Credit: Courtesy of MCTIn 1996 the Cleveland Browns were forcefully relocated to Baltimore and renamed the Ravens by owner Art Modell, also known as Cleveland’s most hated man, save for, perhaps, LeBron James.In 1999 the NFL held true to its promise of bringing football back to Cleveland and the Browns returned as an expansion team.Since then, the Ravens have gone on to win two Super Bowls while the Browns have managed a whopping one playoff appearance, of which the team lost in the first round.During the time since that 1999 season the Ravens have fielded 13 starting quarterbacks. While still high, that number pales in comparison to Cleveland’s 19 signal callers in said period.Over that time, only one quarterback has started all 16 games in a single season for Cleveland: Tim Couch during the 2001 campaign. That year also marked one of only three times the Browns finished a year 7-9 or better. The other two times you ask? In 2002, when Couch started 14 games and 2007, when Derek Anderson started 15. Anderson got the nod halfway through the season opener.The biggest difference between the old Browns (Baltimore) and the new Browns (Cleveland) is stability at the quarterback position. The Ravens have had a quarterback start all 16 games seven times since 1999, including five straight seasons out of their current quarterback, Joe Flacco.It is time for the Browns to commit, and that can’t happen if they hire a new coach and draft a new “quarterback of the future” every few years.Cleveland has three options at the position right now. It can ride it out with 29-year-old second-year quarterback Brandon Weeden, who has shown flashes but may be too far away from stardom considering his old-age. The Browns could wait out the rest of the season with Weeden, then fully commit to the currently injured but promising Brian Hoyer.Or they could draft a quarterback in 2014.Some might argue they could pick up a free agent like Matt Flynn, but a player who has failed to capitalize on the QB situations in Seattle and Oakland has to have some issues. Keeping Weeden, waiting for Hoyer or signing Flynn are the only viable options in Cleveland, and they must pick one right away in order to have any chance at stability.For me, the best choice is Hoyer. Weeden has talent, but he has a knack for playing game to game, there is no consistency so far, plus he is nearly 30. Hoyer is two years younger and spent three seasons learning under Tom Brady with the New England Patriots. While he has made a grand total of two starts in his Cleveland career, Hoyer won both of them and provided hope for a fan base that has been searching for a spark for nearly two decades.In past seasons I might choose the “draft a new guy” option, but I do not see anyone in the upcoming draft that I would commit to from day one, and that is what Cleveland has to do.No more quarterback battles in training camp. No more drafting of a Couch or a Brady Quinn, no more gambles on a too-old rookie like Weeden. It’s time for Cleveland to pick a player, give him the job and stick with him through thick and thin.Without stability the Browns will continue to be one of the laughing-stocks of the NFL, and the blame can only be placed on themselves. read more

We want you to work neutrally from today, no matter what you did in the past.”As per the constitution, the Gano Forum chief said the CEC should work neutrally and independently without being directed by any one. “But, we’re forced to say you’ve so far failed to demonstrate your impartiality.””I sincerely request the CEC to ask his conscience whether he is working spontaneously as per his own understanding or at the behest of anybody. Acting as per anybody’s directives by the CEC is not only a crime, but also a violation of the constitution. If you continue to do that you’ll be considered as a violator of the constitution in history,” he added.Referring to the CEC’s comment that all the arrests are being made as per his directives, Kamal asked Nurul Huda to explain with documents as to why he is issuing orders to arrest people. “Your explanation will help us examine whether your actions are justified or you’re doing those as an abettor of the government.”He also warned that they may move the court seeking remedy if the commission does not change its current attitude towards opposition.The Gano Forum chief said the wholesale arrest of leaders and activists of opposition parties is still going on which is not conducive to creating a congenial election atmosphere. “This wholesale arrest should be stopped.”Kamal said, “Police are the force of the state…they aren’t the government force. Police have to work for creating a proper election atmosphere. They must provide legal protection to opposition parties.”The eminent jurist urged the CEC to tell the police to help create a proper election atmosphere so that all candidates can reach out to their supporters and carry out their election campaigns with equal opportunities.He said the government is making it impossible to hold a neutral and credible election with its ‘undemocratic’ activities and ‘wholesale’ arrest of opposition leaders and activists.Kamal said they are waiting with eagerness to witness a fair and acceptable election where people, the country’s owners, will get a chance to exercise their right to franchise freely.Showing a photograph, he strongly criticised the police for the way they arrested BNP nomination hopeful Monirul Haque Chowdhury.The Gano Forum president called upon media to neutrally play their role and depict the real scenario of the country as it will help create a healthy atmosphere for a fair election.He also opposed the EC’s decision on using the EVM in six constituencies and said most parties are against it.Replying to a question on seat sharing with BNP, Kamal said there is a possibility of both creating a distance and reaching a consensus over the issue. “We forged the unity for uniting people, and we all parties will field the candidates who will be acceptable to people, responsible and can play a good role in restoring democracy.”He said they will finalise the candidates of their alliance by two or three days.Earlier, in a written speech, Gano Forum executive president Subrata Chowdhury alleged that Ganobhaban, the ministers’ residences and government offices are being used for political activities by violating the electoral code of conduct. “But the election commission is playing a silent role.”He also alleged that though the administration and the law enforcers remain under the jurisdiction of the commission during the election, the opposition leaders and activists are being constantly arrested and harassed. “Even, the possible candidates are being arrested and implicated in various cases at the behest of the government high-ups. first_img Share Pablo Martinez Monsivais/APThe House is voting on the Republican health care bill on Thursday.Republicans approved their plan to replace the Affordable Care Act on Thursday.Here’s a rundown of key provisions in the American Health Care Act and what would happen if the Senate approves them and the bill becomes law.Buying InsuranceThe bill would no longer require people to buy insurance through the marketplaces created by the Affordable Care Act, also known as Obamacare, if they want to use federal tax credits to buy coverage. It also would eliminate the tax penalty for failing to have health insurance coverage, effectively eliminating that requirement altogether.In place of that mandate, the bill encourages people to maintain coverage by prohibiting insurance companies from cutting them off or charging more for pre-existing conditions for as long as their insurance doesn’t lapse. If coverage is interrupted for more than 63 days, however, insurers can charge people a 30 percent penalty over their premium for one year.Tax CreditsThe House Republican plan would eliminate the income-based tax credits and subsidies available under the Affordable Care Act, replacing them with age-based tax credits ranging from $2,000 a year for people in their 20s to $4,000 a year for those older than 60.That means some people will see their costs go up while others would pay less, depending on your age and where you live. This Kaiser Family Foundation interactive map shows how the change would play out across the country.The map shows that a 27-year-old who makes $30,000 a year would see their costs rise about $2,000 in Nebraska, but fall by about the same amount in Washington. A 60-year-old however, would see costs rise almost everywhere, with increases of almost $20,000 a year in Nebraska.Both Kaiser and the Congressional Budget Office found that on average, older people with lower incomes would be worse off under the Republican plan than under the Affordable Care Act.Tax CutsThe bill eliminates nearly all the taxes that were included in the Affordable Care act to pay for the subsidies that help people buy insurance. Those cuts, which add up to about $592 billion, include a tax on incomes over $200,000 (or $250,000 for a married couple); a tax on health insurers and a limit on how much insurance companies can deduct for executive pay; and a tax on medical-device manufacturers.MedicaidThe AHCA would make dramatic changes to the Medicaid program, which is the federal –state health program for the poor and disabled.The Affordable Care Act allows states to expand eligibility for Medicaid to single, non-disabled adults with incomes slightly above the poverty line, with the federal government picking up most of the cost. That meant single adults who earn up to $15,800 a year could qualify in the 31 states, plus the District of Columbia, that expanded Medicaid. About 10 million people enrolled under that expansion.The Republican plan would gradually roll back that expansion starting in 2019 by cutting the federal reimbursement to states for anyone who leaves the Medicaid rolls. People often cycle in and out of the program as their income fluctuates, so the result would likely be ever-dwindling numbers covered.The House bill also converts Medicaid from an entitlement program where the government pays all the health-related costs for those who qualify, into a grant program. The federal government would give states either a set amount of money for each Medicaid enrollee, or states can choose to receive a fixed-dollar block grant.The Congressional Budget Office estimated in March that the bill would cut Medicaid spending by $880 billion.Pre-Existing ConditionsThe AHCA maintains protections for people with pre-existing conditions, with some important exceptions (see waivers, below). That means that someone with high medical expenses pays the same premium for the same policy as anyone else their age in their area.State WaiversThis section of the bill essentially amounts to an optional, state-level full repeal of Obamacare. It would give states the ability to apply for a waiver that lets them opt out of most of the regulations and consumer protections that were included in the Affordable Care Act.States could apply for waivers that allow insurance companies in their states to do three things: 1) Charge older people more than five times what they charge young people for the same policy; 2) Eliminate required coverage, called essential health benefits including maternity care, mental health and prescription drugs, required under the Affordable Care Act; and 3) Charge more or deny coverage to people who have pre-existing health conditions, such as cancer, diabetes or arthritis.The waivers could also impact people with-employer based insurance, because they would allow insurers to offer policies that have annual and lifetime benefit limits, which are banned under the Affordable Care Act, and some companies may choose those policies for their workers to lower their premiums.States that get waivers would likely see insurance companies offer many more policy options, some with fewer benefits and lower premiums.Those states would be required under the law to create some other way to ensure that people with expensive illnesses are able to get health care, and the law provides up to $138 billion over 10 years for such programs, typically called high-risk pools.However, an analysis released Thursday by the consulting form Avalere concludes that that amount would be inadequate to provide full health coverage for the number of people who now buy insurance in the individual market and have medical problems.Overall ImpactThe House approved the bill Thursday without a full analysis by the Congressional Budget Office of its costs and how many people would be covered.The CBO report from March concluded that over 10 years, 24 million fewer people would be covered under the bill who otherwise would have had insurance under current law.That analysis also predicted that the House bill would cut the federal deficit by $337 billion over those same 10 years.However, changes to the bill since then would allow states to accept block grants for Medicaid; add about $38 billion for high-risk pools and maternity and childbirth care; and offer states waivers from regulations created by the Affordable Care Act. Snehodiya to be inaugurated on June 25

Chief Minister Mamata Banerjee had named the project ‘Snehodiya’. Sen was addressing a session at the 5th Real Estate Conclave on ‘Navigating the Undercurrents’ at a city hotel on Saturday.
